Who needs an authorised representative in Slovakia
Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) requires a producer that makes packaging or packaged products available on the market of a member state other than the one in which it is established to appoint, by written mandate, an authorised representative for extended producer responsibility in that member state (Article 45(3)). The obligation applies from 12 August 2026.

What is an authorised representative for extended producer responsibility?
It is a person established in an EU member state whom a foreign producer appoints by written mandate to fulfil its packaging obligations in that state – for example registration, the contract with a PRO and reporting. This is governed by Article 45 of Regulation (EU) 2025/40 (PPWR).
From when do I need an authorised representative?
The obligation under Article 45 of the PPWR applies from 12 August 2026, when most provisions of the regulation started to apply.
Do I need a representative if I sell to Slovakia through an online shop?
